Victorian Teachers Enterprise Bargaining Agreement

Minister Ingrid Stitt said the new convention, which will include more than 900 kindergartens, 44 long daycares and 22 municipal administrative services, would be part of a concerted effort to invest in early childhood educators and educators. As a result, within the framework of wage policy, a limited secondary route is available for governments and trade unions, who agree on the principle, before negotiations, that they strive to reach an agreement quickly on this basis. The ability of employers to address underperformance issues has been successfully negotiated by the ELAA, which ensures that employers can extend the trial period for workers to six months under the proposed agreement, which also allows the employer to formally manage benefit issues. The increase in wages and conditions is capped at a growth rate of 2.0% per year over the life of the agreement. In practice, this means that workers` wages and conditions can increase at this rate. The Andrews government hopes the new business start-up agreement will make early childhood work more attractive to teachers and educators, as it will nearly double the number of employees to 13,000 by 2029, in line with its $5 billion plan to extend all three Victorian children by 15 hours free of charge. The new wage policy and enterprise bargaining framework continues the government`s collaborative approach to enterprise negotiations during its last term. Public sector employees and their unions are important and valued partners in providing essential services to Victorians. In addition, governments play an important role in promoting best employment practices for the community. Heidi Ratje, 31, has been working as a children`s teacher in Melbourne for 10 years and said the pay rises would help stop a consistent trend that young teachers had early childhood support for guaranteed full-time work in primary schools. The framework also applies when a public sector agency attempts to amend an existing enterprise agreement under the Fair Work Act. The secondary route is only available to public bodies whose current agreement reaches its nominal expiry date of June 30, 2020 or before June 30, 2020.

There are a number of instruments to address these priorities, including legislation, policy and operational practices. Enterprise trading is an important instrument. Public bodies that follow the secondary route should ensure that negotiations are conducted in good faith and in a timely and effective manner, in accordance with the requirements of the Fair Work Act. Teachers of children, better paid and generally graduates of higher education, lead classes and are supported by early childhood educators who have studied diplomas, often at TAFE. Eligible public sector entities must submit proposed business agreements, negotiated under the secondary route, to the government for approval no later than two months before the current agreement is nominally expired. These agreements are subject to an expedited authorisation procedure. If the government`s approval is obtained, agencies must comply with the requirements of the Fair Work Act and obtain the approval of the Fair Work Commission. Both the wage policy and the business bargaining framework are designed to encourage governments to take a more strategic approach to enterprise policy negotiations, focused on the government`s operational and public priorities, which bring real benefits to the public sector and to all Victorians.
