On February 18, 2005, the seven NAFTA members signed two agreements to facilitate the implementation of environmental provisions in their free trade agreements. Chapter 17 (Environment) of the Dominican Republic – Central America – United States Free Trade Agreement (D.R. – CAFTA) states that „each party shall ensure that its laws and policies guarantee and encourage a high level of environmental protection and strive to further improve such laws and guidelines.“ The agreement provides for the establishment of an Environmental Affairs Council (CSCE) which oversees implementation and reviews progress under this Chapter. .
